ACADEMIC BREAKTHROUGH: FG and ASUU Sign Landmark 2026 Pay Agreement

Unnamed 45

In a move described as a “decisive turning point” for Nigeria’s higher education, the Federal Government and the Academic Staff Union of Universities (ASUU) officially signed a new renegotiated agreement on Wednesday, January 14, 2026.

Unveiled by the Minister of Education, Dr. Tunji Alausa, the deal effectively replaces the contentious 2009 agreement and is designed to end decades of industrial instability.

The Financial Package

The most anticipated component of the deal is a 40% upward review of remuneration for academic staff in all federal tertiary institutions.

  • Structure: The increase is implemented through a new Consolidated Academic Tools Allowance (CATA). This allowance is integrated into the salary and specifically covers:
    • Journal publications and book development.
    • International conference participation.
    • High-speed internet access and learned society memberships.
  • Effective Date: The National Salaries, Incomes and Wages Commission (NSIWC) has backdated the implementation to January 1, 2026.

New “Professorial Cadre” Allowance

For the first time in Nigerian history, the government has introduced a dedicated allowance to support the administrative and scholarly burdens of senior academics.

  • Professors: Will receive a ₦1.8 million annual top-up (₦140,000 monthly).
  • Readers (Associate Professors): Will receive ₦840,000 annually (₦70,000 monthly).
  • Purpose: To fund research coordination, mentorship, and academic documentation, allowing senior scholars to focus on innovation rather than administrative costs.

The National Research Council (NRC) Bill

Beyond salaries, the agreement addresses the systemic “decay” of research in Nigeria.

  • The 1% Goal: Both parties agreed to sponsor the National Research Council Bill, which mandates that at least 1% of Nigeria’s GDP be dedicated to research, innovation, and development.
  • Impact: At current GDP estimates, this would inject trillions of naira into local research, potentially reversing the “brain drain” of Nigerian scholars to foreign institutions.

Key Highlights at a Glance

  • Salary Review: 40% Increase via CATA.
  • Pension: Professors to retire at age 70 with a pension equivalent to their final salary.
  • Stabilization Fund: ₦30 billion to be disbursed between 2026 and 2028 for university restoration.
  • Review Cycle: A comprehensive review of the pact will take place every three years.
