Energy Report: Nigeria’s Petrol Supply Hits 71.5m Litres Daily Amid Strategic Stock-Building
Nigeria’s energy landscape saw a major shift in November 2025, as the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) reported a 55% surge in Premium Motor Spirit (PMS) supply. Daily availability climbed to 71.5 million litres, up from 46 million litres in October, creating a significant inventory buffer ahead of the peak Yuletide season.
1. The Supply Surge: Rebuilding the National Stock
The regulator attributed the sharp increase to an aggressive import drive by the NNPC Ltd, acting as the “supplier of last resort.” This move was designed to:
- Compensate for Shortfalls: Offset the below-threshold supply levels recorded in September and October.
- Holiday Readiness: Boost national inventory to guarantee stability during the high-demand December travel period.
- Vessel Spillover: Benefit from 12 vessels originally scheduled for October that finally discharged their cargo in November.
Despite the supply boost, state-owned refineries in Port Harcourt, Warri, and Kaduna remained shut down throughout the month, leaving the burden of domestic production on private players.
2. Consumption and Surplus
While supply soared, actual national consumption grew at a slower pace, rising 44.5% to 52.1 million litres per day. This resulted in a healthy surplus of 19.4 million litres daily, which has helped stabilize pump prices and eliminate queues across major cities like Lagos and Abuja.
3. Gas Performance: Industrial and Export Growth
The gas sector also recorded a strong performance in November 2025, with average daily supply rising to 4.684 billion standard cubic feet (bscf).
- Power Sector Dominance: Remained the largest domestic consumer, taking 0.645 bscf/day.
- Top Plant Performance: The Soku Gas Plant emerged as the most efficient facility, operating at a 96.84% utilization rate.
- Cooking Gas (LPG): The market maintained a surplus, with daily supply hitting 4,958 metric tonnes, though retail prices remained high for households.
